Heat the oil in a 12-inch skillet over medium-high heat. Add the beef and onion and cook until the beef is well browned, stirring often to separate meat. Pour off any fat.Stir the chili powder in the skillet and cook for 1 minute. Stir in the tomatoes, beans and corn and heat to a boil. Reduce the heat to low. Cover and cook for 10 minutes.Stir the cheese and cilantro into the prepared mashed potatoes. Spoon the potatoes over the beef mixture.
