Thoroughly mix the beef and peppers in a large bowl. Season the beef mixture as desired. Shape the beef mixture into 12 (3-inch) mini burgers.Heat the broiler to HIGH. Place the burgers on a rack in a broiler pan. Broil 3 inches from the heat for 6 minutes or until the burgers are cooked through, turning over once halfway through the cooking time. Top the burgers with the cheese.Reduce the broiler to LOW. Broil for 1 1/2 minutes or until the cheese is melted. Place the burgers onto the bottom bun halves. Top the burgers with the salsa, guacamole and top bun halves.
